Andrey Klimov was born in 1954 in Perm, in Central Russia.
Having graduated from the Ural's oldest university, Perm State University, in economics, he embarked on a post-graduate course in Moscow.
Dr. Klimov worked at the International Cooperation Department of the Moscow Institute of Economics. At 26, he received a doctorate in economics, and, from 1981, worked at the economics department of Perm State University, where he became deputy Dean and head of a sub-faculty within the department. He has lectured in Austria, the UK, the Netherlands, the USA and Japan. In March 1990, Andrey Klimov was elected a deputy of the Perm oblast Soviet (Regional Parliament) and became a member of its General Committee. Following Boris Yeltsin's dissolution of the Soviet government, Dr. Klimov has, since 1994, been a member of Perm Oblast's Legislative Assembly and has chaired the Regional Policy Committee. In December 1999, over 60 percent of the citizens of Komi-Permyatskiy Okrug (in the Western Urals) voted to elect him to the Russian Parliament, the State Duma. In spring 2000, deputy Andrey Klimov became Chairman of the Federation Committee's Sub-committee on socio-economic development and interregional cooperation. He was Vladimir Putin's authorized representative during the presidential elections of 2000. At the beginning of 2002, Dr. Klimov was elected Deputy Head of the Deputy's group "Regiony Rossii (Regions of Russia) (Union of Independent Deputies)". His re-election in 2003 showed even greater support from the constituency. In 2004 his colleagues elected him Coordinating Chairman of the Deputy Group for connections with Benelux countries "Russia-Benelux". In 2005 he moved to the Committee on International Affairs of the State Duma and became a member of the Russian Council for Foreign and Defence Policy. Member of the political party "United Russia".
His awards include the USSR's medal "For heroic work", the Russian order of "Honour", the Russian Othodox Church's order of "Saint Sergiy Radonezhskiy", Order of Merit of Grand Duke of Luxemburg, as well as number of literary prizes.
