The Board acts on the basis of the Provision approved by the President of the European Club in coordination with the Executive Committee of the European Club. Alterations and additions can be introduced into the Provision only in agreement with the Board taken by a simple majority of its members.
The number of European or Russian citizens on the Board must be no fewer than 1/3 of the total number of its members. At that, the European citizens on the Board may not represent a single EU state. The number of the Board members belonging to the same political party, organization or company may not exceed 1/3 of the total number of the Board members. The lowest number of the Board members is 5, the top number is 15. The list of the Board members is published on P&S.
The work of the Board is managed by its Chairperson elected from among the Board members by a simple majority of its members for a period of 2 years, as advised by the Executive Board of the European Club. The work of the Board is organized by the Executive Secretary appointed by the Board Chairperson from among the Board members.
The meetings of the Board take place in live or virtual form. The venue for live Board meetings is chosen by the Board Chairperson on the territory of Russia or the European Union.
Any citizen of Russia or the EU who has enough expertise and experience in the sphere of the relations between Russia and the European Union may become a member of the Board. Citizens occupying positions in executive bodies of state authorities of their countries or international organizations, diplomats in active duty, members of armed forces, security service agents, heads of parliaments, parliamentary groups, political parties, as well as persons who might damage the reputation of the Board or P&S may not become members of the Board.
Opinions of the Board members may differ from those of the Board, other members of the Board, the European Club and the authors contributing to P&S. Nobody may obtrude their opinion on the Board members.
